Confidence Level (CL) is a statistical measure of the percentage of test results that can be expected to be within a specified range.

For example, a 95% CL means that if you repeat an experiment 100 times, you would expect 95 of the tests to produce results within your expected range - leaving just a 5% chance that the outcome is due to a statistical fluctuation.
